     Mr. Etzel typically represents the owner of a large tract of "raw" (undeveloped) land seeking development approvals in what is by all accounts the most challenging regulatory and political environment in the country.  The developer of real property in California faces a complex and time-consuming series of planning, zoning, subdivision, and other requirements administered by a variety of local, regional, state, and federal governmental bodies and agencies.  Mr. Etzel's skill lies in guiding his developer clients through this multi-layered process by using entitlement strategies that lower a project's entitlement profile through good design, spot potential entitlement "landmines" so they may be safely avoided and take advantage of whatever opportunities may be presented to expedite the process.  He also represents the non-developer property owner seeking to enhance and safeguard the property's development potential through carefully conceived general plan amendments, rezonings, and annexations to special districts that provide infrastructure.  He advises and represents the out-of-state property owner/developer, and local government agencies as both special and general counsel.

     Mr. Etzel holds a master's degree in city planning from the University of California, Berkeley.  While at U.C. Berkeley, he received the American Institute of Planners Award for Outstanding Achievement, given annually to one graduate student.  Prior to founding his law firm, he was a vice president with Sedway Cooke Associates, a planning consulting firm located in San Francisco.  During his nine years at Sedway Cooke, Fred drafted general plans and specific plans, zoning ordinances, and environmental impact reports for California cities and counties.

     Mr. Etzel combines his practitioner expertise with his strong interest in teaching by serving as Adjunct Associate Professor in the graduate program of the Department of City and Regional Planning, University of California, Berkeley, and as Visiting Lecturer in the Urban Studies Department at California State University, San Francisco.  At Berkeley and San Francisco he teaches the following courses: Planning and the Legal Process and Land Use Controls/Implementing Plans.  At the request of the Governor's Office of Planning and Research, he reviewed and contributed to the California General Plan Guidelines and Specific Plans in the Golden State, published by this Office.   He is currently working on a book entitled "Implementing the California General and Specific Plans."
